You might want to look over the thread m-tech suggests, it is chock-full of good info in boost converters. I have made many of these 12-19V boost converters for just the same thing you need: laptop power from the cigar lighter. Almost everyone was made with National Semiconductor's LM2587-ADJ SimpleSwitcher IC. This is a boost IC that, in its simplest form, requires an input cap, output cap, diode, inductor, resistor divider, and a feedback compensation network, usually a 2.2kW or 3.3kW resistor in series with 0.33mF or 0.68mF cap. That's all- just a few components, and you have a very robust DC-DC boost converter.
Go to National's website and do a search on "SimpleSwitcher", and see the multitude of choices of chips you have.
Not to dog on tweeker, but this is a DIY forum, and just buying off-the-shelf kind of defeats the purpose.....
Look at post #35 of the thread m-tech posted. This is where things get interesting.
