well , that's not so strict in my neck of wood - guy just checked numbers , didn't even asked for lights and other blingilingi ...... while with cars they're all deadly serious

Blank paper = no technical remarks. About tech changes... well the inspectors are not that cunning. Just make it look like it should be there, and it usually passes.
