CS8416 is the SPDIF receiver and CM108 is the USB receiver. So unless you're going SPDIF-out via a separate sound card or mainboard integrated sound you won't be getting 24/192, not without upsampling anyway.
And if you're going to use SPDIF-out you don't need USB input, that opens up lots of choices.

im going to be using spdif, i have read that the 707 dac still needs the usb input even if you're using spdif because the output stage uses power from the usb....even though it has a separate power supply 😕

Not likely, the Super Pro had a version without USB input, just SPDIF.
