The cheapest panel that can display video reasonably well is probably going to be an nView Viewframe Spectra. They go for about $40-$50 on eBay. I got mine for $45. It works perfectly for all toons, and most games and movies, but some stuff looks like crap.
crap and other stuff
I bought a nView spectra C through eBay
for $62.
I tought it was ok but not mindboggling.. untill I had a SuperBowl party this year and showed the game (with digital cable) and heard the comments of the guys (and some women)
'better than on a Mitsubishi 52" '
crisp and clear picture
etc etc......
I may have been lucky with the screen but when I hear that the Sharp and others are even better, I think that wil upgrade the system in that direction but not yet.... it is satisfying as it is
(watch the hunt for red october on a 100" screen with surround sound and get submerged!!!!)

i got my sharp qa1200 for $55 US because it was untested, but to my delight, it worked perfectly after i got the right cables.
i also picked up a dukane projector for $120 AUS, so all up for my projector i paid about $200 - $250 AUS, which is about $150 US.

Basically, to get a cheap panel you just have to shop around and be patient. Eventually you'll find something. Also, I may be selling my Viewframe Spectra in the next couple of months, I'm planning to upgrade.
If you just want something as cheap as possible, thousands of colors work too. I only have 4096 colors and I'm pleased with it. DON'T GO LOWER THAN 12-BIT(4096 colors). It doesn't matter how cheap it is, or how good the resolution is, it will look like C-R-A-P.
For the bare minimum, look for at least 12-bit color(more is better), and Active Matrix is a necessity. VGA input means you can only use it with a PC, or with a VGA convertor box to plug in VCR, DVD, etc($40 for a low-end one on eBay). Most low-end panels only have VGA in.

LCD Panel Specs
Instead of asking lots of questions, look here first. If it's not listed or doesn't have specs, do some Google searches. Then, and only then, if all else fails, ask here. Consolidate all your questions into one post. All the ones you've asked about so far are crap. Earlier today an nView z110 went on eBay for $59.00. This panel is more than adequate for video, and you probably won't find a cheaper price than that. These cheapo $15 panels aren't going to do anything. Let's face it, you're going to have to spend some money.
