I found an old Apex 620 DVD player in my basement and it has an old computer DVD drive with an IDE interface but that's not important, what is important is that it's a modular design so the DAC is separate from the power supply and mechanism control. I'm going to take the power supply from my old Sony carousel and couple it with my arduino. All I need now is an adequate DAC and this will be just about resolved. What's the best value Ebay DAC? Oh, and please support your suggestion with a technical rationale.

What features are you looking for in a DAC? For example does it need to be >16bits? Up to 384kHz sampling? DSD capable? My suggestions would be based on experience and I'm only experienced in RBCD 🙂
I'm not tied to the BW and bit depth specs as much as I am to the results. There are too many examples of greater chip specs performing worse as regards jitter and other distortion to use them as the selection parameter. We need a reliable source of reviews of these Ebay DACs. Ideally, one that will decode any data stream and output it with minimum distortion. Oh, and it should cost less than $100 🙂

Thanks, so you did you use this with a switching or linear supply? Describe briefly some of the mods and their cost.
It came with a linear (normal transformer) in a wall-wart, I used that with it. Mods included improving the grounding (instituting a star earth) and changing the TDA1543 to a stack of TDA1387s, adding more caps across the power supply rails to the DAC, improving the regulator performance. All very cheap mods (single digit $) in terms of parts, costly in time (but that's what DIY is about).
