Yes, but please note it's not just about CDs and if you look at the link below you'll notice something stranger: even the 1974 Capitol vinyl pressing reported this incongruity.

If you notice, on the label with "is" it shows the number 511358 while the label without " is" reports the number 11358.

In addition to the possibilities you two described, it could also be that there was a change of heart: perhaps Linda at first wanted to create a difference between the title of the song and the title of the album, but then she changed (or they made her change) her mind.

I also found a PDF from the "National Recording Preservation Board" (!) that shows the label with "is" (you have to enlarge the PDF a lot to be able to see it).
