At first glance it seems that the 47 µF capacitor is at the wrong pin. It should be connected to pin 10, but you connected it to pin 25.

Yes, because the SVR pin controls the on/off delay. It is charged through the TDA, and the amplifier turns on, when the capacitor is charged to a certain voltage. If you force that pin to ground, the amplifier will remain off.
Mute and Standby should turn on after the amplifier. The datasheet application you are using is surely designed accordingly.
