I did not say "all" but let's say "many" 🙂 of the old drop types and certainly after decades of use. If they survive that long they were probably not directly connected to power rails....

I have always used Panasonic EF tantalum capacitors for signal coupling and power supply bypassing. They work very well (much preferable to electrolytics). I have not had one fail in a population of dozens.
