Hmm, this looks like it might just be a tough save regardless. Finding a suitable STK-1060 replacement might not be doable. I'll do some digging but my initial search did not turn up any exact replacements that seem reputable.
Also, I went back and reread the thread and noticed I left out a couple of tests.
I'll poke around a little more but it looks like this one might just be a goner. Oh well, I 'll keep it around for parts I suppose.
Appreciate all the help guys. I learned a ton~

C513 measured 0 ohms. I checked C613 and it shows OL. You were right on that one too.No, just measure ohm over C513. If it has failed (shorted), you get the same problems. But..

Let me know what replacements you spot. I'll (try) to crosscheck them.
Dispose of shorted caps: these are no caps.

Well I've been searching high and low and the only one I can find is
2SB716 --> KSA992 for Q507. It's the closest I can find. The only diff as mentioned is the collector dissipation rating of 500mW vs 750mW on the original. All the other ones I can find have even lower collector dissipation figures. Not even sure what this measurement tells me.
Anyway, that's the closest I can get other than finding some NOS stuff or questionable Chinese clones...Bummer.
