Any project starts by putting down on paper your requirements and goals. At a minimum, you want to start with:
1. Frequency range
2. SPL required
3. Mono or stereo
4. Desired size and weight
5. Cost
6. Location with respect to "main" speakers
7. Passive or active crossover

5. Cost_____ less then $1000

You may want to check out the Shiva woofers at Avatar Audio. Their white paper is a good introduction and provides a lot of design options. I'd recommend, for a rookie, sticking with closed-box systems; tuning ported and PR systems without the use of good quality impedance measuring equipment and a firm handle on what you're doing is dicey at best.
And use built-in plate amps. For this frequency range, you don't need anything fancy, just lots of power and reasonably low distortion.
