I'm looking for the above described "screws" that Quarter-turn or maybe Bayonet turn to lock the module into the rack. Are these still commercially available and/or would anyone have any?

There is another kind that locks onto a wire instead of a nut. Used a lot in hot-rod cars. The JEGS site will have it, somewhere.

Here's the photo
total length about 23 mm. Knurled top knob about 10 mm diameter. Shaft about 2.5mm dia. Locking pin is about 10mm down from bottom of knob.

How many do you need?
Any special requirements on material, or will brass do?
These can be made in Jamnagar, the city is famous for brass parts.
Do a search, if the sites mentioned by PRR above do not carry your specific part.
There is/was a site called e-machines, for buyers and sellers of machined and molded parts, as well.
