The ammeter scale and reverse polarity could be the clue.....an early type of human/stock electric fencer or something designed for more sinister purposes ?

That type of current scale for early electroplating looks more poss.......

The yellow cap with red band indicates post 1945...as equipment before that era didn't ave any plastic components in it... I could be wrong; however;
What type of wiring insulation has it...Rubber covered or other.......?
The tranny is wax impregnated paper...for sure..and valve holders phenolic mat..
Perhaps then the mystery might unfold..
