Hard to say... It is not well specified where the internal distortion (-71dB) actually is generated.
I think it's better to use a good sound card and some FFT software like the free Rightmark Audio Analyzer 

the chip gives you each harmonic of a frequency set by an external clock -- just the harmonic -- so you can measure 2nd, 3rd etc. as well as the fundamental.

at a first glance that IC looks interesting.
Unfortunately the filter is made by SC(Switched-Capacitor)-filters. If you try to realize it you might have trouble with the PCB layout and/or decoupling capacitors to get rid of any clock signal residues.
On the other hand in conjunction with a DDS sine generator it might be nice in sweeping/tracking through the audio band.
Therefore, as you already mentioned, a nice idea for a low cost version of a suitable THD analyzer (at least to the 5th harmonic).
Besides the theory, is there any known distributor for that piece of silicon? And what's the (estimated) price for it? Are there any samples available?
