What does the center tap from the high voltage winding on the power transformer do? If I'm reading the schematic right, it looks like it ties the secondary to ground. What is the reason for doing that?

One additional question: what would happen if the center tap wire we're not connected? Would no current flow?

Exactly, the center tap serves as the return point.
