I'd use a 555 timer, followed by a 74HC74 flip flop doing a divide-by-two to fix the duty at 50%.
Run the flip flop output through a large electrolytic (100uF or so) and then into a divider-connected potentiometer to act as your output level control.
If you want to generate other stuff (sine, etc) then the MAX038 chip is excellent.
