Do any of the popular SPICE programs (by popular I mean free)
have the ability to make a ac voltage source or model using
a tabular listing such as FRD file. Maybe micro-cap can? They show
an example where a controlled source models a loudspeaker load
using a ZMA table.

ANswer spice and FRD
I answered my own question on this, yes micro-cap can use FRD and ZMA data.
The FRD data (dB and Phase) was converted to amplitude and phase and formated as in link above. Driving with an AC current source reproduces the original plot which I had made using EDGE.
Now the question is whether I want to learn yet another SPICE and have it run
out of design space do to the demo limitations.
Probably not

free LTspice doesn't have the usual nodes/component count limits - all standard Spice functionality and a bit more
but it is a "engineer's Spice" - not a learning tool with training wheels nor a drafter's production tool with "powerful" UI

However, Mooly has made an excellent guide:

LTSPICE
I have LTSPICE no problem using it, but I don't know that it can use the
tabular input of a FRD or ZMA file.
