To produce 30 Votls DC per rail what should be the AC Voltage of the transformer. Is there a formula for to calculate this?

Certainly. Take the 30 volts, and add about 2 volts.
The divide this by the square root of 2, which is 1.41.
If your transformer doesn't load down, then the AC
voltage rating is the result, in this case about 23 volts.
If the transformer is being run near 1/2 its VA rating,
then add another 10% to the AC voltage number.
Of course for two rails, you need two such windings,
or a center tapped secondary rated at twice this voltage.
