AMp powers up and idles perfectly. I cleaned all switches All 4 chennels work great.
The Mono1 and Mono 2 channels for subs Have 31.68 volts of DC on the outputs none of the outputs test bad in the board . Any ideas?

That was exactly the same fault I had with my girlfriends Ref.405, but in one of the smaller channels.
Does yours have a turn-off pop on the wooferchannel too?
It's just a turn-off pop, that's what made me curious.
What I read so far, that's common to many older Soundstream amps.
I posted a threat here, but never had the time to take it out of my girlfriends booth and look further.🙄

Yea, Iv got a rack of old SS gear, many of them exhibit the turn off pop, I have corrected this with a large value cap held on the remote signal wire, and in extreme cases, have installed speaker protection relays. plus a good resistor across the output terminals can help to 🙂
