Soundstream amp peak level indicators on

Hi I have a Soundstream Renoir amp which is stuck in protect or mute mode with both peak level led's on permanently and no audio.

The amp usually lights up the power led permanently and the peak level led's for a few seconds only when powering on, board looks clean and the problem is intermittent as it sometimes works fine?

What's the DC voltage, collector to emitter, of Q143 when playing and not playing.

It's working fine today but the problem persists when it left off for a few hours

C168 has failed, electrolyte all between the legs, swapping it out now

C159 is also bad

Has replacing those changed anything?
