Replaced U9 again and here is what I get now

One of the LEDs should be lit. Is it?

I just replaced the IC again and the voltage went up on pin 7
Neither led is lit .
I’m going through the led circuit now I had dirty switches and some bad solder connections on a few parts I’m gonna try to power it up again and see if one of the leds light up

The high power LED may be defective.
Temporarily short Q26 from collector to emitter. Does the high-current LED light up?
Does the voltage on pin 7 go to positive 12v?

The high current led lights up and the voltage is 1.90 volts measured directly across one of them 1.90 volts
