This amp came in with some bad outputs which i replace.Now there is a resistor in the PS R15 1k which is connected to main ground and RCA ground that heats up and smoke after about 10 seconds.That resistor is in parallel with a capacitor. Any suggestions?

If the resistance from the B+ terminal to the secondary center-tap or the RCA shields is 0 ohms, the transformer is shorted.
Leave the transformer in the amp and leave the meter connected. Twist/push/pull on the transformer to see if the short will break intermittently.
