Solvent resistant capacitor type

Some capacitors like UCC LXZ and GPA series have the statement of "Solvent resistant type" in their datasheets. Does this mean these are not water based electrolyte capacitors?

If so, are solvent based electrolytes indicator of higher quality?

According to some posts from other sites, Nichicon PA and Panasonic FC's are also solvent based.
