As there is no closed DC path through this circuit, the output of the first opamp will latch to one of the supply rails and won't function. The output will have a large DC offset and probably draw large amounts of current.
Are you trying to convert a tube push-pull to solid state??

hi, i've built the 100W amp from elliot sound product
but i'm using my own PCB design. the problem is that
the output from the power amp circuit tend to draw a

I don't know exactly how to help you, but I know that there are several guys at ssguitar.com that should be able to help with your problem pretty easy.
first off i think the minus input of the 1st op amp should not connect to the speaker outs. 2nd the input impedance is too low for guitar the 22k to grd s/b 100k to prevent loading the pickups.
i would use a quad op amp and the first stage would be a buffer.
3rd you have no tone or gain controls . install a duel 10 to 100k pot in the feedback loop of the 2nd stages replacing the 4k7 resistors. this will give some gain control.
