there are a lot of VSTi and other plugin standard for PC and mac (there are audio plugins for linux but not there)
synths at www.kvraudio.com including a few free ones. i am not sure if any of the free ones are open source. but there are forums there as well where you could ask. almost every softsynt developer posts there when they release or update any softsynth.
there are free VSTi hosts avaliable that can run them. also some software "synthkit" that lets you roll your own from pre made modules

I second the KVR website, it has everything soft synth and fx realted.
Finding the right synth for a particular sound, however, is a tricky task and requires a lot of experimenting.
Searching the KVR forums will give you a lot of your information, but keep an eye out for products (although not free) by 'Native Instruments' - They have a modular softsynth environment called 'Reaktor'
You can essntially build any synth you want in there
Otherwise there is 'Synthedit' which is a similar sort of thing.
And of course you can get the vst open source development kit from steinberg if you want to program yoru own vsti's in C++
