Sorry to point out, they are not codes.
223 = 22 with three zeros = 22k
0R33 = 0.33 Ohms
5R1 = 5.1 Ohms
etc etc etc

There are no multipliers, that is done with the third numeral.

You must have never ran across a "34X" or an "01B".

0603 resistors use that code.
