You need more Vin. Yes the reg draws same ccs without a load also, only it burns it all on its output sink. Never connect the probe live!!!
I'm using Rod Coleman AZ1 psu, only different after the tube one cap 200uF and after the SSHV2

I don't use C-L-C-L-C, I use only C 200uF between the AZ1 and your SSHV2.

Vin +287VDC still too low, red led don't lit with real load. I can use two 240VAC in series to have 480VAC but is too much?

Don't know what AZ1 can do in constant current situation maybe its not taking it well. Ask Rod since its not burning something in the reg.
Merlin calm down, without load tube rectifiers with chokes also shoot higher. How much is normal in your situation I don't know. There you have a full preamp, Rod's design. Here we know nothing but the reg. Reg works back, fortunately no damage. I would make test suggestions but it is not appropriate to start reverse engineering that when Rod is active and helps you. The schematic you posted does not even have voltages on it.
Do something different. Use AZ1 alone, without the extra diodes, see what happens. Use full SS bridge, see what happens.

What is the right resistor value in order to set ccs of my salas HV shunt reg for a current value of about 30 mA ?
I would supply two #26 at 5,5 mA max each. I have two 30 ma choke on HV line in a c-l-c-l-c configuration and would not saturate them . As I also have other two spare similar 30 ma choke, can I put them in parallel in order to increase max current value?
