the topology is fine...the devil is in the details of the component values...but that's not too devilish, really...
You might want to add 1 diode though...if the Cap that slows down the relay turn on is big enough to do its job, then a quick bobble on the power switch might lead to a condition where you could re-start, but the relay coil would still be energized...
The diode would be reverse biased across the resistor in series with the coil.
There's still a small chance of getting into trouble since most relays take much more current to pull in than to hold... but the named diode would probably get you most of the way there.
