SHP v NSH ignition voltage confusion

On every where I look, it says that SHP is low voltage DC and NSH is high voltage DC.

Most places i've researched say low voltage bulbs have the lead wire twisted on top portion of bulb and high voltage bulb doesn't or just has one twist on top portion of bulb.

Then why has my Infocus LP600 (200W SHP) has one twist and my HP VP6121 (200W NSH) has lots of twists on the top part.

Does that mean that SHP is actually high voltage whereas NSH is actually low Voltage ignition?
