Nothing like that here. The only thing I have noted is that when set at 20 it actually shows 40.

This setting is stored in cookies using Javascript not in your user settings which are stored in the forum database.
It is likely either:
a) You have some kind of javascript blocking/deleting software running like a JS blocker, ad blocker, or you are using privacy mode or incognito mode and you are nuking all your cookies when you close and then re-open your browser. You can identify if this is the problem by switching off all your extensions, or not using incognito mode.

b) If you are seeing it across all browsers and devices, you have aggressive upstream caching of content going on. Might be your ISP. Try using a different one and see if it fixes it (eg: tether to your phone's mobile connection), and you can then test if that is the problem.
Once you have found the problem, you can decide if the fix is worth the effort.
Ok, I just played with it and see an issue on the diyAudio server side. Here's what I see:
If you are logged in, and change your NOPOTFPS (Number Of Posts On The Front Page Setting), it changes immediately.
If you are not logged in, and changed your NOPOTFPS, it doesn't lock in for about 10 seconds. I am guessing wildly that this is due to the caching on the server trying to save resources for not-logged-in guest users and serving up a cached page, and the lifetime is set to 10s or so.
Please let me know if you guys are seeing the same thing.
In this case, the fix would be "change it and wait 10 seconds then reload". Note that if you are using something that nukes cookies as described above, you will also have this setting reset.
I will note fixing this down on my todo list but seeing as this is the first mention of it, and we're investing all our energy into getting the new forum working right, this won't be high on the priority list unless triage shows it's an easy fix.

I am not seeing any of that Jason. Logged in or out doesn't change anything. It switches to whatever new setting immediately and stays there, no matter how quickly or slowly I log in after changing it. Sorry but I can't get it to do anything wrong here.
