To what end? To make a "plug" I've hacked the bottom off a relay. Used it to make an easy plug in item to check bias on output tubes.

Two answers I can think of
(1) You can buy octal plugs. These were sometimes used for interconnects and power output on old amps. No reasonable engineer would do this in a new design today but they sell the plugs for use with old amps. You could make a shorting plug with one of these
(2) A simple jumper is just a short section of #12 solid wire bent to a U shape. Maybe leave some insulation on the exposed part
But why would you want to short two pins?
