Just trying to understand what would happen to a Pre-amp or a Dac which have a short at their output RCA jacks due to a stray wire or bad solder. Would the circuit in the preamp/Dac get burnt or just that there will be no output at all from them? Also is the power amp or a powered speaker at risk if connected to those outputs ?

No signal and no damage is the most likely outcome, although it might damage the source.
When adjusting the bias and dc offset of an amplifier, almost all manufacturers advise to short the inputs.

@op Few audio signal sources have zero output impedance, and they should all be proof against short-circuiting, either that way or another.

The speaker or power amp will not be damaged if the designer of the amp got at least 2 functional brain cells.
