why not pump some sinewaves thru,grab a voltmeter,measure how much power is actualy going in,mite give u an idea.

i wouldnt tune a 12inch to 16hz and expect any output. id go 22hz or higher if it wont peak.

I'd shorten your pipe a bit and bring it closer to 20Hz.
You need a much larger radiating volume to get the effect of sub 20Hz bass anyway (a lot more than what 1 Shiva is capable of).
My Shiva is tuned to 22Hz without problems. I also recommend installing a port you can cap. If I have bass heavy material - I screw on the cap (airtight) to help control excursion further
