I’ve paid for a part for my projector from a diy parts seller using paypal in March this year. To cut a long story short, the item never arrived. The seller said he would send another, it never arrived. He then offered a refund which I accepted. But the refund never eventuated. Now I’m getting no response from him at all. I’m very patient but my patience has now run out.
My question is does anyone know where to report this?
This is one site that I found. Has anyone had any experience with them?

You can raise a dispute via Paypal.
Provided you have a confirmed delivery address, the seller will have to produce evidence of delivery, or Paypal will issue the refund automatically.

Thanks but I think that only applies for 45 days and this is well and truly passed that time limit.
