Based on published specs and specifically the measurements, technically the 6620, but I'd add a rubber faceplate 'mat' to the 6600 to save $53+ pr. or even brush on rubber cement if cosmetics not an issue and audibly too close to call for all but maybe the most keen of hearing.
I’ve tried both and from a sound quality perspective I didn't like either of them. I much prefer the 9700 for its pleasant and musical sound.

When I listen to components I’m only interested in how musical they are, using a mini dsp to provide various filtering options. For me, the musicality of the 6600 and 6620 was pretty low, combined with an overly impressive “high fidelity” type sound. Music was reduced to a tizzy noise. In contrast, the 970000 sounds very musical and every bit as good as the Hiquphon tweeters.
I would say so, yes. The Hiquphon’s are also very musical, but they need a 12dB/oct high pass filter at >2500Hz due to their high resonance frequency. The Scan has a 500Hz resonance, which gives more leeway, particularly with a series x/o in which the inductor damps the resonance.
