I've built sealed for woofers with specs:
Sealed Vol 9 Liter
Sealed F3 113 Hz
Vented Vol 29.5 Liter
Vented F3 54 Hz
I want to try making a ported enclosure (first time).
I want F3 around 80-90hz, Is it a safe assumption that a smaller 20 liter ported enclosure would work?
Or do I have to make it that big and only adjust the port size?

You can scale it, but it will make the response (more) under-damped; ditto tuning the larger cab higher, so of the two, make it smaller tuned where you want it and stuff it till you get the desired response.

That driver is completely unsuited for a vented box, or any box at all. It is more in the terrirory of suitability for open baffle.
If you do have to put it in a box, as large as you can live with, and then make it aperiodic. Sims suggest at least 25 litre (luckily the Vas is low.

Not often a good idea — taking PE suggestions at face value.

A gross understatement on the 'face' of it 😉 since they apparently cater more to the mobile audio crowd, so IME should be ignored for HIFI/HT/prosound apps, though as always AFAIK/YMMV/caveat emptor.
