The US Professional Poolplayers Association website rules for 8-Ball (the most commonly played game here) states, "The base of the rack is parallel to the short end of the pool table and is positioned so the ball in the tip of the rack is located on the foot spot."
Seems to be one of those things where there is an official standard but in the end it depends on who you are playing with and where. Differences between Germany and the UK are that in Germany you have to drop the black ball into the same pocket as your last coloured ball whereas in UK you can pocket it anywhere and the UK has the two-shot rule (if you foul your opponent gets an extra shot) while Germany doesn't.
