Because you got a resistor too. And its responsible for the major voltage part. Led just helps tempco. Hypno has Leds only for the ref that work for low self impedance without a big cap too. And can not be adjustable on the other hand.

Hyp & Mez can both be made adjustable.
There are 5 Vref component locations. They do not all have to be filled with LEDs.
Any combination of Zener/resistor/LED/variable resistor could be used.

For all of these Salas type Shunt Regs, I consider 3 component locations for Vref to be a practical minimum. That allows for LED as indicator, Zener for higher voltage, resistor to fine tune or for higher voltage.
The resistor position could have a temporary VR to find the fixed resistor that is required.

If only LEDS as they come in full hypno or mez, its 10V not variable and can live even with a film. In combinations with resistors, zeners, etc in used as reg only, I recommend the higher value shunt caps. One or two LED is not only indicator, I have seen it helps Vo drift too.
