Saba Professional 1300 Speaker Tweeter Change

I have a pair of Saba Professional 1300 Speakers. There isn't a lot of info out there on them but a picture can be viewed on the following link with some specs.
Professional 1300 Speaker-P SABA; Villingen, build 1979, 6 p

Anyway, I am not a speaker builder but would like to modify these. I really like the sound of the midrange and woofer on these speakers. The tweeters though are pretty bad and I would like to replace them. Instead of a single tweeter they have two angled tweeters vertically aligned one facing outward and the other inward. I assume this is for better horizontal dispersion. There is also a fader control that raises/decreases the level between the tweeters. I will likely upgrade the crossovers at the same time.

These speakers were built in the 70s. Is the angled tweeters a dead concept that would be better served with a single tweeter or should I replace both tweeters. As an option, I picked up a pair of mid size heil drivers that I can mount on the top of the speakers although the midrange to tweeter spacing would likely not be optimal. I believe the tweeters crossed over at 3K on the Saba's. Any suggestions on reasonably priced tweeters I should use?

Thanks for the input in advance
