I have a Rotel RCD-855 which up until recently was working fine. Once day it was playing a CD happily and then it stopped working. As I have absolutely no idea about electronics all I have been able to do is change the fuse. I have taken the top off and noticed that although nothing happens when I switch it on, it makes a short whirring type noise when powering off.
Anyway if anyone has any idea what I could I would be very grateful as I would rather not get rid of it. I must emphasise again I am clueless when it comes to stuff like this. Sorry.

I know this player (I've repaired a couple before), and for troubleshooting they're easier in some ways than an average Philips player.
The symptoms you describe don't point to anything in particular, so the first thing to do is check the power supply voltages. There are at least six voltages you'll need to test, +5, -5, +10, -10, +15 and -15. You may want to remove the laser mechanism while you test it, as the best places to measure some of those voltages are right under it. Make sure you take anti-static precautions.
It's a nice player, so if you don't feel confident repairing it yourself, it's worth sending it somewhere.

Did it actually fail while playing a disc ? that's unusual.
Does all the display etc light up OK and the tray go in and out correctly.
Does this model have loading belts on the drawer. The whirring you hear may be the loading motor trying to complete the load cycle and failing because the belt is slipping.
Something like that may be the most likely.

These players use a standard CDM-4/19 loader mech, so even if the belt, drive gear or any other part of it is worn out, it should still function fine.
One of the main issues I have found with these players before is really poor quality soldering. If you're confident with a soldering iron, you can resolder the joints in the PSU area, which might fix it.
Otherwise, don't throw it away, post it on the swap meet forum. It should be an easy fix for someone who knows their way round a CD player. I'd be keen if you weren't on the other side of the world!

No lights does sound like a psu fault.
Another fault with these players (though the display would work) are two transistors below the mechanism part of the motor control aFAIR. If these failed, the motor locks hard and you can not turn it by hand when powered up.
