I own this economic Rotel preamp RC03. It has two opa BB, OPA2134 and OPA2604 a. If I replace these with other opa best what to take?

I would say leave them. Those aren't cheap op amps by any means, and rolling op amps almost never does anything. Look at more sensible upgrades, e.g. the power supply.

the power supply does not seem so bad .I think that opamp inside are overvalued for the music ....


You could try the LM4562 for both. There is no "best", but opamps certainly do change the sound quality in subtle ways.
If you do swap opamps then you need to back those changes up with at least basic tests to ensure its all stable. 99% chance it will be a straight swap but always confirm by measurement to be certain.
