Rotary Servo Sub Enclosure (Cyclone)

I have a pair of the old Phoneix Gold Cylone rotary motion servo subs that are begging to become primary home theater LFE drivers. My question is on enclosure theory for these non-traditional drivers. I was considering tube loading them in a 12" concrete forming tube. Would there be any benefit, or is it even possible, to horn load a driver like this? The driver extends down to 11hz, and is supposed to be crossed no higher than 60hz with an 18db crossover.

You're limited to an infinite baffle application or a large sealed enclosure (at least 4-5cuft for each) for these, they don't like too much back pressure, it leaks past the vanes and sounds nasty, ruling out vented, TL, horn loading ect.
