There are different ways of dealing with it, ranging from ignoring it, to employing some form of active or passive Eq, to using cabinet-gain to self-correct, or drivers with correction built into their response.

Let me add a couple pragmatic additional reasons:
1/ the driver is deeper than the box and cabinet depth needs to be increased. Often happens in a BIB, and i personally had this issue when i put FE103A into BK101.
2/ to cover a mistake up (ask Steven (aka Italynstallion) about this, not really his mistake)
3/ make it easy to try different drivers in the same box (our upcoming build of Maeshowe)
