It's part of the power supply for the class D drive circuit. It's equal to Q201 in the attached file.
I was wondering is there a issue with the input fets having 4-7mv on the source pins? I stated that in the original post but didn't think to mention it to you again. also sat the replacement bjts will be here so with me luck.
There are no 'input' FETs in this amp. Are you referring to the output FETs, the power supply FETs or some other component?
Power supply side. Hints why I say "Input"

Also I've found that something else must be wrong. With no bjt in, the emitter still has -0.725v. I removed the BJT on the right of the "open" one and the emitter pin still had good voltage on it(Voltage as in the +11v in that picture you posted of where to check). Am I wrong or is there still something wrong?

Why are you removing other transistors?
I was just troubleshooting. There must be something else wrong if that emitter pad still had +11v with no bjt. The BJT I'm replacing still has -.725v on the emitter pad with the BJT out also or am I wrong.
If you have specific questions ask them but I'd suggest that you do nothing until you install the transistor that you know failed.
