Readings that low would seem to indicate that the 4420 is defective. Are you sure there are no shorted outputs? Check all of them from legs 1-2, 1-3 and 2-3.

Every time you power down the amp, you need to discharge the rail caps. Do this by connecting a low value, high power resistor (like a 2 or 4 ohm dummy load resistor) across the red and black wires. This amp stores an enormous amount of energy and the caps can remain fully charged for a long time.

Perry, You are the man Replaced u21 and it powers up and plays fine.
The only question is on the torriods if u bump them a lil it will hiss and go into protect again.
Wondering whats a good fix for this coating them with something??
I know someone in this thread use nail polish or something but wondering what u recomend for this?
