If you intermittently tap a jumper between the collector and emitter of Q18, does the DC voltage on the emitters of Q102 and Q103 intermittently drop to about -0.5v?
It doesn't make sense that two transistors could be defective but I guess that's the next question. Replace Q101 to see if that pulls the emitters down on Q102/3 when the delay ends.

On the collector yes but the base and emitter each dropped 2-3 vdc. Use post #13 for reference.

R122 has increased to 8.70 vdc
The only component that looks to have been changed was D7 and it wasnt by me. Everything in this area looks OEM

Do you still have rail voltage on the 100 series channel?
If you touch a load across the speaker terminals, does it still draw significant current?

Are you sure that you don't have any shorted transistors (driver or output)?
Lift the high-side drivers. Does it still draw excess current when you load the output?

Well they are all new including the drivers, but is possible.I have had new bad parts before.
