I assume there should be a ~40Khz signal at the gate pad of the output fets in this amp. It seems to have a half-bridge type config, with HV+ switched from one side and HV- switched from the other and vice versa?
The rails are shifted above or below ground depending on where the voltage is needed.
If you don't have rail-rail oscillation, you don't have excessive DC on the speaker terminals and the amp isn't in protect mode, confirm that you have the triangle waveform on the pins marked 'carrier' on the schematic diagram.
