Well for insulation resistance / leakage you'll need a very sensitive ammeter, very specialist kit (standard PCB material conducts better than many dielectrics like polystyrene).
Deviation Factor? Not heard of that. Good lab kit is available for capacitor characterisation, at a price. To be affordable I suspect you are going to need to build something. At RF an important spec is the loss tangent at various frequencies (which is closely related to Q). ESR
and self-resonant frequency are probably of interest too.
For accuracy you'll need some means of calibration against a known good capacitor or testgear.

For leakage resistance,charge the cap then disconect the voltage source, measure the caps voltage drop time constant. Use the RC time constant equation.
