25mS used to be literally a fantastic number. Go to a local retailer and audition some screens with different times. If they won't let you then you know you are in the wrong store.
20ms and below is a good number to go with. 25ms is eh.....ok. 25ms monitor can theoretically show 40FPS. But remember, 25ms is often the fastest that the monitor can respond and that is from black to white (0 to 255). Other transitions (40 to 123 for example) can take up to twice as long. There's a great discussion about this at www.tomshardware.com. Search for LCD response time or just take a look at a review of an LCD panel. It's amazing what companies don't tell you.
