I have an MPEG file, say 352x288, and it takes up 11 MB of space.
I need to bring this down to about a tenth of this size. Maybe further compression is not possible, but can I reduce the resolution? If so, with what software?

Well, your not going to shrink it in file size to the point your looking for and maintain MPEG video.
What do you want to do with it? Personal use? Internet Use? It all depends.
You have XVID format. Which in the end is a divx clone. And then you have the media players. Quicktime is still going to give you a large file size... so your best bet is either with Windows media or Real player formats.

I was going to help a friend upload his films on to the internet. He's one of my visualisers, and these are ad commercials for his design showcase.
I wanted to know if there was a program that could take the MPEG and somehow allow me to make it into a teeny litle file that one could keep on the 'net for prospective employers and clients to view. You know, the type one can download in a few minutes on a 56KBPS modem - so not larger than an MB or so.
The commercials are about 30 seconds long. As of now we have not decided on the format, purely because we do not know relative merits and demerits of each. These are all in standard TV resolution and no. of pixels, as they are made for TV (PAL, not NTSC) broadcast.
Will Windows Movie maker (the free tool one gets with Windows ME) be able to do it? Or do I need to buy a special software for it?

Try looking of a forum about video capturing, they most likely will be able to give you more information. This forum is more the hardward side of things.
Adobe Premier will do that and a hell of alot more. You could even convert the file into other file formats. I think you can get a demo of the software from adobe.com, or *cough* a full version from kazaa *cough* Not that I would know or anything .🙂 .
