Yes, pin 1 on the shuguang EL34-B appears to just go to the mica plate and have no connection beyond, and there are internal jumpers from pin 8. The Mullard El34 that I am using in the amp's pin 1 IS connected.

It would seem appropriate to connect terminals 1 and 8 on the socket to allow for all variants of EL-34 to be used.

If the negative bias voltage is correct, the valve is leaky and needs replacing.
The bias voltage should be somewhere around 18 volts.
